Navigating the Cannabis Industry in an Ever-Changing Landscape

Abstract: In response to court decisions and advocacy for better access to medical cannabis, the Government of Canada has implemented various iterations of cannabis legislation from a public health approach. Legal access to dried cannabis for medical purposes was first provided to medical patients in 1999 through a section 56 exemption under the Controlled Drugs and Substances Act (CDSA). Today, the Cannabis Act allows for the co-existence of both medical and recreational access to cannabis. Legalization has brought Canada to the forefront of progression and has uniquely positioned us to lead cannabis globalization supported through opportunities for obtaining distinct licences for innovated business models. Despite the improvements to patient and consumer access, there remains regulatory and supply chain barriers. The recent COVID-19 pandemic has created an additional challenge that has led to governments implementing creative regulatory modifications for current commercial licence holders and retail permit holders to allow for minimal business disruptions. In this presentation, the journey through federal and provincial cannabis licensing to recent regulatory updates will be discussed.

About our Speakers:

Dr. Sherry Boodram, CEO and Co-Founder, CannDelta Inc.



Dr. Sherry Boodram is the CEO and Co-Founder of CannDelta Inc., a leading regulatory and scientific cannabis consulting company based in Toronto, Canada that provides expertise and strategies in order to optimize the regulatory compliance of their clients’ operations within the Canadian cannabis framework. Dr. Boodram also serves as an Independent Board Advisor for Nextleaf Solutions Ltd. (CSE:OILS, OTCQB:OILFF), a Canadian cannabis extraction technology company.

Prior to founding CannDelta Inc., Dr. Boodram spent several years at Health Canada, most notably in the Medical Cannabis Program as a Senior Regulatory Compliance and Enforcement Officer. In this role, she was responsible for cannabis licensing application reviews and facility inspections under the legislative regimes of the Marihuana for Medical Purposes Regulations (MMPR) and Access to Cannabis for Medical Purposes Regulations (ACMPR). She contributed to field level input during the drafting of the current Cannabis Act and Cannabis Regulations.

Dr. Boodram is frequently invited to provide regulatory insights about the cannabis industry to media outlets such as BNN Bloomberg, the Globe and Mail, the Financial Post, and the Canadian Securities Exchange podcast. She often speaks at cannabis conferences and events in Canada and abroad.

Dr. Boodram holds a Ph.D. in Chemistry from York University, a Hon. B.Sc. from the University of Toronto, and a Graduate Certificate with Honours in Pharmaceutical Regulatory Affairs and Quality Operations from Seneca College. She is an active member of the Canadian Association of Professionals in Regulatory Affairs (CAPRA).


Dr. Lucas C. McCann Chief Scientific Officer & Co-founder, CannDelta Inc.



Dr. Lucas C. McCann is the Co-founder and Chief Scientific Officer at CannDelta Inc., a regulatory and scientific cannabis consulting firm in Toronto where he provides scientific oversight on all projects. Lucas acquired regulatory knowledge within the Health Products branch at Health Canada’s Inspectorate Labs before moving into the consulting space. Leveraging his science background, he has catapulted himself to the frontlines where technology, cannabis, and regulation interface. He specializes in medicinal organic chemistry and building science-forward cannabis companies. Lucas guides his clients through Health Canada’s Cannabis Regulations and the licensing process by working to create compliant business and scientific strategies for start-ups to publicly traded licensed producers.

Lucas holds a Ph.D. in Medicinal Organic Chemistry from York University, (Toronto) an MSc. in Natural Product Synthetic Chemistry from Laval University (Quebec City), and a BSc. from the Faculty of Applied Sciences at Simon Fraser University (Burnaby). He is an Associate Member of the Ontario Medical Association and a member in good standing of the National Cannabis Working Group for the Canadian Chamber of Commerce.


Mark Maurice, Sensitech Professional Services – Senior Project Manager / Industrial Engineer

As the Sensitech Professional Services Senior Project Manager and Industrial Engineer, Mark is responsible for working with a cross functional team of nine Project and Assistant Project Managers with backgrounds in Industrial Engineering, Regulatory, Packaging, Validation, Logistics, Refrigeration systems, Statistics, and Technical Writing. Mark has been with Sensitech for fourteen years.

The team focuses on defining and executing projects such as Storage Validations and Transportation Qualifications, along with Thermal Mappings, Shipping Studies, Risk Controlled Ambient Temperature Profiles, Package Qualifications, Cold Chain Assessments, Gap Analysis, and Continuous Process Improvement through ongoing monitoring. These cold chain visibility solutions enable Sensitech customers to make decisions that meet regulatory requirements, impact product quality and improve profitability.

Mark worked previously at United Parcel Service for sixteen years as an Industrial Engineering and Operations Manager. While at UPS, Mark completed numerous projects as a Project Manager focused on supply chain and warehousing improvements.

Mark earned his Masters in Industrial Engineering and Bachelors in Architecture from the University at Buffalo.
